This article introduces a new management model for cultural, creative, and historic tourism in urban centers. Based on a study of Madrid’s Barrio de las Letras, the model identifies key components for fostering successful creative tourism ecosystems. Unlike previous approaches, it emphasizes the importance of small business associations and collaborative stakeholder networks in developing a sustainable cultural-historic tourism framework. The model advocates for balanced public-private sector cooperation, ensuring that economic activities generated by tourism do not compromise the well-being of local residents. Developed through literature review, interviews, and entrepreneur surveys, the study offers a sustainable governance approach that integrates cultural organizations, the hospitality industry, and retail sectors to enhance the competitiveness of historic city centers while preserving their social and commercial fabric.
